Charley Gibbons, Group Chief Executive

Charley was appointed Group Chief Executive in November 2025, bringing a wealth of leadership experience and a deep commitment to social impact.

Before stepping into this role, he served as emh’s Executive Director for Housing, where he led transformative initiatives to enhance customer experience, resulting in a marked rise in satisfaction across our services.

Prior to joining emh in 2024, Charley was Director of Customer Experience at Orbit Housing, and previously held the position of Chief Executive at Citizens Advice Coventry. His career reflects a dedication to empowering communities and improving lives through accessible housing, outstanding service delivery, and a high-performing organisational culture.

Driven by values of fairness, opportunity, and inclusion, Charley has championed national campaigns addressing child poverty and advancing energy efficiency in UK social housing.

Chris Jones, Chief Operating Officer

Chris is driven by a deep commitment to ensuring everyone has access to well-built, affordable homes that form the foundation of a better life. Since joining emh in 2018 as Executive Director of Development, he has championed the creation of homes that people are proud to live in, homes that support wellbeing, stability, and opportunity.

In November 2025, Chris stepped into the role of Chief Operating Officer, expanding his leadership to include property services, communities, and customer relationships, while continuing to lead the development function.

Chris has played a pivotal role in emh’s Strategic Partnership with Homes England, delivering multi-tenure developments that meet diverse needs across the region. He is passionate about working collaboratively with residents and partners to shape thriving neighbourhoods,
As a key figure in the Quantum Development Partnership, Chris advocates for increased investment in the East Midlands, pushing for long-term solutions to the housing crisis.

Joanne Tilley, Executive Director – Corporate Services

Jo’s commitment to promoting social inclusion and affordable housing dates back to her mid-teens. She started her career as a Local Government graduate housing management trainee, and now oversees governance, strategy & research, people, learning & development, health & safety and communications services. Jo is proud to co-chair’s the National Housing Federation’s Governance Forum. She is a Board Member for Midlands Rural Housing, an independent member of an Audit Committee and has eight years’ experience as a Trustee of a regional charity. Jo is a Chartered Member of the CIH and has an MBA from Birmingham Business School.

Geoff Clarke, Executive Director – Finance

Geoff has worked in the social housing sector since 1994. He has helped to set up Large Scale Voluntary Transfer (LSVT) housing associations and has worked within Arms Length Management Organisations (ALMOs). He has extensive experience of negotiating private finance deals for a number of organisations, and has developed systems for Risk Management and for continuous performance improvement.

Ruth Jennings, Executive Director – Care

Ruth has worked in Social Housing for over 30 years, predominantly within Care and Support services.

Her wealth of experience includes the management of registered services as well as leading the development of strategy. She has delivered a variety of commissioned and non-commissioned services ranging from registered personal care for older people, and those with complex physical disabilities, to housing related support for people experiencing domestic violence and homelessness, including asylum seekers and people experiencing mental ill health.
