Charley Gibbons, Group Chief Executive
Charley was appointed Group Chief Executive in November 2025, bringing a wealth of leadership experience and a deep commitment to social impact.
Before stepping into this role, he served as emh’s Executive Director for Housing, where he led transformative initiatives to enhance customer experience, resulting in a marked rise in satisfaction across our services.
Before joining emh in 2024, Charley was Director of Customer Experience at Orbit Housing, and previously held the position of Chief Executive at Citizens Advice Coventry. His career reflects a dedication to empowering communities and improving lives through accessible housing, outstanding service delivery, and a high-performing organisational culture.
Driven by values of fairness, opportunity, and inclusion, Charley has championed national campaigns addressing child poverty and advancing energy efficiency in UK social housing.
Chris Jones, Executive Director of Housing and Development & Deputy Chief Executive
Chris Jones has overall strategic responsibility for emh homes. In this expanded role — which also includes serving as Deputy Chief Executive, Chris leads emh’s ambition to create a fully joined‑up customer experience across all housing and development services.
Chris is driven by a deep commitment to ensuring everyone has access to well-built, affordable homes that form the foundation of a better life. Since joining emh in 2018 as Executive Director of Development, he has championed the creation of homes that people are proud to live in — homes that support wellbeing, stability, and opportunity.
In November 2025, Chris stepped into the role of Chief Operating Officer, broadening his leadership to include property services, communities, and customer relationships, while continuing to oversee the development function. He also serves as emh’s Consumer Regulation Lead.
Chris has played a pivotal role in emh’s Strategic Partnership with Homes England, delivering multi-tenure developments that meet diverse needs across the region.
Joanne Tilley, Executive Director of People and Strategy & Company Secretary
Jo’s commitment to promoting social inclusion and affordable housing dates back to her mid-teens. She started her career as a local government graduate housing management trainee, and now oversees emh’s governance, strategy and research, people, learning and development, health and safety and communications.
Jo is co-chair of the National Housing Federation's Governance Forum, a board Member for Midlands Rural Housing, and trustee of a regional charity. She is a Chartered Member of the Institute of Housing and has an MBA from Birmingham Business School.
Ian Davies, Executive Director of Quality Homes
Ian has more than 40 years’ experience in the social housing and property services sector, beginning his career as an apprentice joiner in 1986.
A Chartered Construction Manager and Fellow of the CIOB, he brings extensive expertise in asset management and building safety, with a passion for continuous improvement through strong leadership.
Ian, who joined emh in 2021, has operated at both executive and board level, including as a Non-Executive Director in the role of Vice Chair. He has led large, complex property functions, with responsibility for compliance, maintenance and long-term asset investment across diverse housing portfolios.
He is strongly values-driven, with a clear moral purpose and passion for social housing. As his job title reflects, Ian is particularly committed to ensuring residents are provided with warm, safe and high-quality homes, and has led the development of robust building safety and assurance frameworks to support this.
Ian brings a practical, grounded perspective, alongside a strategic approach to improving homes, safety and creating opportunity for customers, which demonstrates value for money and what matters most to emh residents.
Ruth Jennings, Executive Director – Care
Ruth has worked in social housing for over 30 years, predominantly in care and support services.
Her experience includes managing registered services and developing strategy.
She has delivered a variety of commissioned and non-commissioned services ranging from registered personal care for people in later life or with complex physical disabilities, to housing-related support for asylum seekers and people experiencing domestic violence, homelessness and mental ill health.
Geoff Clarke, Executive Director – Finance
Geoff has been in social housing since 1994. He’s worked on large scale voluntary transfers of council homes to housing associations and with Arm’s Length Management Organisations (ALMOs).
He has extensive experience of negotiating private finance deals, risk management and continuous performance improvement.
