For our maintenance supply chain, we use a dynamic market (formerly known as a dynamic purchasing system) framework agreement to award all our contracts for maintenance services.
This ensures that we have a consistent approach to:
- Due diligence
- Insurance
- Agreement to terms and conditions of contract
- Contractor conduct.
Suppliers will need to have a Safety Scheme In Procurement (SSIP) accreditation to be able to join, such as (CHAS Standard, or Constructionline Bronze). Any supplier can be accredited to this standard.
We will not work with maintenance suppliers who do not have an SSIP accreditation.

Contracts can range from low-value, one-off jobs, to contracts covering a wide range of services over a number of years.
The market is broken down into three lots as below.

- Decorating
- General internal repairs
- Insulation
- Joinery
- New property aftercare
- Plastering
- Plumbing
- Roofing
- Structural repairs
- Scaffolding
- Windows and doors.
- Aids and adaptations
- Air conditioning and ventilation
- Electrical repairs, maintenance and testing
- Fire safety systems and firefighting equipment
- Flooring
- Kitchen and bathroom refurbishment
- New property aftercare
- Plumbing and heating systems (gas and renewable energy)
- Security systems, (CCTV, door access).
- Cleaning and clearance services
- Communal area cleaning
- Fencing and gates
- Grounds maintenance
- New property aftercare
- Paving and surfacing
- Skip hire
- Tree surgery
- General gardening services.
Each lot has a ‘sub-lot’ depending on whether the contract to be awarded is (a) below threshold, or (b) above threshold.
Suppliers do not need to provide all services within a lot to apply.
The public procurement thresholds from 1 January 2024 are works: £5,372,609, and supplies / services: £214,904. Almost all contracts awarded from the market will be services.

If you are applying to join any of the above threshold lots (1b, 2b, 3b) you will need to complete all of your company information within the Central Digital Platform, which you can download into a pdf and send with your application.
